Meet the President/CEO

Desmond C. LeBlanc, MBA

Mr. LeBlanc is the Founder, President, and CEO of Special District Management Solutions LLC (SDMS), a firm specializing in the management and administration of special districts. The vision of SDMS is to modernize and professionalize the management of special districts by providing responsive, transparent, and results-driven services.

Mr. LeBlanc provides expertise in district management, public administration, financial oversight, compliance, strategic planning, and board governance. He also serves as Chairman of the Lakeshore Villages Community Development District and Chairman of St. Tammany Parish Drainage District No. 2 in Louisiana.

Prior to founding SDMS, Mr. LeBlanc built a distinguished career in public administration and local government leadership, holding positions with increasing responsibility in municipal government. He holds a Master of Business Administration (MBA), a Bachelor of Arts in Political Science, and Lean Six Sigma credentials in Government.
